on the inflation of rules and regulations in the European Union

Motion for a European Parliament resolution on the inflation of rules and regulations in the European Union
 
The European Parliament,
 
–  having regard to Rule 133 of its Rules of Procedure,
 
A.  whereas a Commission study has found that 70% of Europeans complain that the EU generates too much red tape;
 
B.  whereas, each year, between 1 500 and 2 000 directives, regulations or decisions are adopted by the Council and Commission and whereas, in 2015 alone, the European Parliament and the Council issued or amended 1 495 rules or directives applicable to all Member States;
 
C.  whereas, in May 2015, the Commission created the REFIT platform (Regulatory Fitness and Performance programme) to advise on ways of simplifying European legislation;
 
D.  whereas, for example, from 2017 the Union is to ban vacuum cleaners exceeding 900 Watts and whereas the grades and characteristics of certain fruits and vegetables are regulated;
 
1.  Calls on the Commission to intensify its work of legislative simplification and to give an undertaking that any new legislation adopted will result in the systematic revocation or simplification - taking the minimum necessary as the standard - of two other existing legislative instruments;
 
2.  Instructs its President to forward this resolution to the Commission, the Council and the Member States.

Proposta di risoluzione del Parlamento europeo sulla inflazione di norme e regolamenti nell'Unione europea


Il Parlamento europeo,

A. considerando che uno studio della Commissione ha rilevato che il 70% degli europei si lamentano che l'UE genera troppa burocrazia;

C. considerando che nel maggio 2015, la Commissione ha creato la piattaforma REFIT (Regulatory fitness e programma di Performance) di consigliare sulle modalità di semplificazione della legislazione europea;

D. considerando che, per esempio, dal 2017 l'Unione è quello di vietare aspirapolvere o uguale a 900 Watt e che i gradi e le caratteristiche di alcuni frutti e verdure sono regolati;

1. invita la Commissione a intensificare la sua opera di semplificazione legislativa e per dare un impegno che ogni nuova legislazione adottata comporterà la revoca o la semplificazione sistematica - prendendo il minimo necessario come lo standard - di altri due strumenti legislativi esistenti;

2. incarica il suo Presidente di trasmettere la presente risoluzione alla Commissione, al Consiglio e agli Stati membri.
